Barquin on Technology, Human Rights and Public Policy

In November 2010 I participated in a event in Lund hosted by the DETECTER, a Detection Technologies, Counter-Terrorism Ethics, and Human Rights project.

The participants included executives from various European intelligence and security services present, as well as several European representatives to relevant United Nations bodies (e.g., UN Human Rights Committee and the UN Office on Drugs and Crime), lawyers, philosophers, technologists and businessmen, The event was conducted under the Chatham House Rule, meaning that participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed. As a concequence I have not cited any speaker from the event on this blog even though I have written about the topic in general terms in several blog posts.

Last week, one of the participants, Dr. Ramon Barquin, president of Barquin International, published his thoughts about the event and related issues, please read here. His text has a link to an interesting article on PNR (Passenger Name Record) written by Stewart Baker, a Washington lawyer and a former official of the National Security Agency and the Department of Homeland Security.
